An ERP project is a business process project that happens to involve software. The implementations that fail almost never fail on the product; they fail because the processes were never agreed, the historical data was worse than anyone admitted, and nobody was made responsible for the parts of the business that had to change.
That is why the sequence matters more than the platform. Mapping how the organisation actually works today — including the spreadsheets and the exceptions people do not mention in meetings — comes before configuration, and data migration is treated as a project of its own rather than a task at the end of one.
In Saudi Arabia there is also a hard, external requirement: ZATCA's e-invoicing rules. Phase 2 requires invoices to be cleared or reported through the authority's platform in a defined format with cryptographic stamping, and an ERP that is not integrated to it correctly is not merely inconvenient — it cannot legally issue invoices.

Mapping those processes onto the platform, and naming plainly which will change to suit standard functionality and which genuinely need development. Deciding this early is what keeps customisation from expanding without limit.

Building the agreed configuration, integrations and reports, with ZATCA e-invoicing treated as a firm requirement rather than a later phase.

Data migration and testing
Extracting, cleansing and loading master data and balances, then reconciling them against the old system and testing with real transactions and the people who will run them.

Go-live and aftercare
A cutover with a rollback position, then support through the first close — when the questions that never came up in testing all arrive at once.
Standards and regulations
What a deployment is measured against. A consultant or a main contractor will check a proposal against these, so they are named rather than implied.
- ZATCA e-invoicing (Fatoora)
- Phase 2 integration requires invoices in a defined XML or PDF/A-3 format, cryptographically stamped and cleared or reported through the authority's platform. This is a legal requirement for issuing invoices, not a feature.
- Saudi VAT regulations
- Tax treatment, invoice content and return preparation, all of which the system has to produce correctly rather than approximately.
