Zoned public address and background music — and voice alarm to EN 54 where evacuation messaging is a life-safety function rather than a convenience.
There is a hard line between a public address system and a voice alarm system, and it is worth being explicit about which one is being bought. A PA system distributes announcements and music. A voice alarm system is life-safety equipment: it must be monitored for faults, survive a fire for a defined period, run from a battery supply when mains fails, and be built from components certified to EN 54. The two look similar and cost very differently.
Where a building's fire strategy calls for phased evacuation or for spoken instructions rather than a sounder, the system is a voice alarm system and there is no economical version of it. Where the requirement is genuinely announcements and background music, a PA system is the right and much cheaper answer.
Design in either case is a zoning exercise. Zones follow the fire compartments and the practical areas of the building, loudspeaker spacing follows ceiling height and the ambient noise level, and intelligibility is measured at handover rather than assumed — a system that is loud enough and still unintelligible is a common and expensive outcome.
